Former Prime Minister Roivas: Cyber is an enabler of progress

“Prime Ministers and Presidents don’t talk much about cyber; Estonia has been an exception... This is very much today’s issue”, said the two-time Prime Minster of Estonia and former leader of Reform Party (LI full member), Taavi Rõivas, as he addresses a forum in London last week.

Recalling that Estonia was the first state to experience a full-scale cyber-attack in 2007, Mr Tõivas said that today “we need to acknowledge them [cyber threats], we need to understand them, but by no means should we see them as barriers to digital progress but instead as enablers.” Today “we prefer to have a [convenient] service even if we give up a large bit of privacy”, added the Estonian liberal.

But, he continued, the threats to states and the responses to cyber-attacks remain very unclear: “International law does apply to cyberspace as well… there has to be clear distinction to understand that not any cyber operation is an attack against a country’s sovereignty but it very well might be and if it is an attack against another country this, according to international law, also gives permission to have counter-measures.”
