Cecilo Baez, Paraguay (1862-1941)

Cecilo Baez was born in Asuncion, Paraguay in 1862. He is considered to be one of the most important figures in the history of Paraguayan liberalism, having given the Liberal Party more ideological depth. He greatly influenced younger generations through his role as a University teacher, a journalist and as a parliamentarian. He was the first to introduce a modern political system to Paraguay based on English Liberalism. He was a prominent advocate of free thought and Spencer positivism.
